Students Suffer as Finished School Hostel Building Awaits Official Handover for Months.

Malkangiri District Malkangiri Block Serpali Sadar Panchayat Serpali Government Higher Secondary School, built in 2013, has been lying in a dilapidated condition for many years as it has not been handed over to the school authorities. 200 students are studying here and 256 students are studying at the higher secondary level. Out of these, most of them are Scheduled Tribe students. The Welfare Department had directed the students to use some classrooms of the school as hostels. The Welfare Department said that all their expenses would be borne by the villagers of Tulaithub. According to the villagers of Serpali Panchayat, in 2013, the government had given the responsibility to the Tribal Development Agency to construct the third hostel in the school. At that time, a contractor from Malkangiri Sadar Municipality, Hrishi Maharana, had completed the construction work, but the handover to the school had not been completed. This hostel has been lying in a dilapidated condition for 13 years.

In this regard, on March 16, 2026, during the hearing of the District Magistrate’s complaint in Pedabada Panchayat, Serpali Panchayat Sarpanch Sumitra Madkami, former Sarpanch Dasharath Duruja, and Pandripani Sarpanch Savitri Kirsani, residents of Serpali Panchayat complained. The District Magistrate asked the Samanbit Tribal Development Agency to investigate and take action. When asked about this, the Samanbit Tribal Development Agency Project Administrator Haldhar Shabar, the office said that there is no information about the construction of the Serpali TRW hostel.

Some other department must have done it. When asked about this, the Tribal Rural Welfare Department District Welfare Officer A. Srinivas Achari said that this is a very old incident. The truth will be known after examining various files in the office. At that time, it is said that the Rural Development Agency (Aarti) had done this. In this regard, when I asked Malkangiri RD-1 Executive Engineer Sujata Dishari, after conducting an investigation by the office, there is no record of any hostel being built in Serapali. When I asked the school principal Naligopal Das about this, he said that there is no record of this hostel being handed over to our school. This hostel was built at the place where Serapali Maula Khatan No. 1309 Plot No. 269/20 was located. This land structure is adjacent to the school wall. Since the contractor who built the hostel, Maharana, has died, it is not known by which department it was built.
