Odisha Housing Board (OSHB) to Launch Massive Affordable Housing Projects Across the State!

The Odisha State Housing Board will expand the affordable and inclusive housing projects across the state. For this, while various large-scale housing projects are being implemented, a strategy has been prepared to expand this program to all the district headquarters of the state.

A review meeting of the ongoing and upcoming projects of OSHB was held under the chairmanship of Additional Chief Secretary, Housing and Urban Development Department, Smt. Usha Padhi.

Presenting the progress of the board and the upcoming roadmap in the meeting, Special Secretary, Housing and Urban Development Department and Managing Director, OSHB, Shri Gangadhar Nayak informed that the board has developed 32,343 houses, shop houses, and plots in 21 districts so far. This is meeting the needs of the economically backward, low-income, middle-income, and high-income groups. More than 20,000 units have been developed in the Khordha district alone.

As per the review, work is currently underway on five major projects involving 1,484 residential units at an investment of over Rs 517 crore:

Kharavela Enclave, Jagmara, Bhubaneswar, a project with 104 high-income group (HIG) apartments built at a cost of Rs 62.51 crore, has reached the handover stage, and 30 people have been handed over the apartments.

Angul Enclave: Construction of 613 residential units at an investment of Rs 14.55 crore is in full swing. Out of these, 228 units have been completed, and possession is expected by December 2026. The remaining units are targeted to be completed by December 2027.

Construction of 198 houses for EWS, LIG, ​​and MIG beneficiaries at a cost of Rs. 73.40 crore is progressing on schedule in Subhadra Enclave, Dumuduma.

206 residential plots will be provided at a cost of Rs. 27.27 crore in the Basudev Bihar Plotted Development Scheme, Dhanaruwa, and the possession process will start in July 2026.

Gadkan Housing Construction Project: A project in Bhubaneswar, constructed at a cost of Rs. 189.29 crore, will provide 33 residential units along with commercial space. It will be launched in July 2026 after completion of statutory clearances and ORERA registration.

The financial performance of the board was also discussed in the review meeting. OSHB has emerged as a debt-free entity. The board recorded a surplus of Rs. 18.40 crore in the financial year 2024-25 and has provisionally achieved a surplus of Rs. 25.50 crore in the financial year 2025-26. As of March 31, 2026, the board has a fund of Rs. 37.42 crore.

Four major projects have been proposed for the construction of about 6,877 residential units in the upcoming financial year 2026-27. They are the Suango PPP project; 2,867 houses will be constructed on 12.9 acres of land near AIIMS Bhubaneswar, including 1,034 cheap/affordable houses. The board is expected to get a minimum revenue of Rs. 210 crore from this project.

EPC housing construction project in Ransinghpur will be constructed on 5.78 acres of land with an estimated investment of about Rs. 397 crore. The Patrapada Housing Project will construct 2,510 houses on 11.5 acres of land through e-bidding, out of which 820 will be affordable housing.

A proposal has been made to construct 238 MIG and HIG apartments in the Rourkela Basanti Colony Joint Venture Apartment Project.

After reviewing the proposal, Additional Chief Secretary Smt. Padhi has directed OSHB to prepare a time-bound action plan clearly indicating the land identification, project model, and beneficiaries.
